I was going to write an extended article about the Trans-Caspian Corridor, but the recent events in Kazakhstan have relatively put this idea on the back burner, although the topic of logistics and Kazakhstan's role in the Middle Corridor is a red thread.
So, as it was said in the previous post, on February 05, suddenly the President of the country accepted the resignation of the Government under the leadership of Prime Minister Alikhan Smailov. Immediately the next day, after lunch, the ruling party Amanat announces the candidacy of the PM and names Olzhas Bektenov (43 years old), head of the Presidential Administration, former head of the Anti-Corruption Agency. He is recognized for the return of assets worth 1 trillion Tenge (among them 600 million dollars from abroad). The President has succeeded in surprising everyone, as no one from the society expected this candidacy. The motives for such a decision are more or less clear, as now the so-called "Old Kazakhstan" is being actively cleared, the fight against corruption is becoming more fierce, the main task of the new government of Kazakhstan will be to ensure control over financial flows, the development of budgets and the continuation of demonopolization of the economy.
The President approved this candidacy on the same day, as well as formed the Cabinet of Ministers of the Republic of Kazakhstan in two days. Roman Sklyar was reappointed First Deputy Prime Minister, Galymzhan Koishybaev remained as Deputy Prime Minister and Head of the Government Staff, Murat Nurtleu, who was also reappointed Deputy Prime Minister - Minister of Foreign Affairs. Let me remind you that these two persons are former ambassadors of Kazakhstan to Finland.
Tamara Duisenova and Serik Zhumangarin remained in the post of Deputy Prime Minister. Nurlan Baibazarov was appointed Deputy Prime Minister and Minister of National Economy. Today, the enlarged meeting of the Government under the leadership of the Head of State, which was announced at the beginning of the year, was held. The leitmotif of the speech of the President of RK Kasym-Jomart Tokayev was the idea of giving a new impetus through the investment potential of the country, which should bring the Kazakhstani economy to the stage of development taking into account the current world realities.
Tokayev said that "Investors, and especially large investors, ready to invest, for example, more than 50 million dollars, should be provided with a full range of support on the principle of "one window". At the same time, it is necessary to launch an effective system of monitoring the implementation of projects." In addition, "The new law on public procurement is designed to create conditions for the full implementation of infrastructure projects using EPC-contracts. In this case, the terms of preparatory procedures for the conclusion of EPC-contracts should be short, which will significantly increase the efficiency of akimats in the implementation of priority and urgent projects."
From this it can be understood that the Government of Kazakhstan will create a list of strategic industrial projects in different sectors of the economy, including those that were announced by the new Prime Minister Bektenov Olzhas yesterday, namely domestic industrial production, agriculture and use of water resources, oil sector and mining and metallurgy, transport and logistics network and energy-saving technologies, and naturally digitalization of the entire economy. In addition, the President's attention was paid to health care and education, focusing on the national projects "Modernization of Rural Health Care" (655 facilities) and "Comfortable School" (369 new-format schools).
